- 1 large onion, chopped
- 4 cloves garlic, minced
- 2 bay leaves
- 3 cups beef broth
- 1 tablespoon ground cumin

- 1 teaspoon black pepper
- 1 teaspoon cayenne pepper
- 12 corn tortillas
- 1 cup chopped cilantro
- 1 lime, cut into wedges
